PREAMBLE

The Federal University Lokoja intends to execute part of its 2020 Capital Projects and hereby invites interested, competent and reliable contractors to tender and submit the required information/documents as well as comply with other prerequisites for the tendering exercise for the underlisted project:

ELIGIBILITY REQUIREMENTS

In compliance with the Public Procurement Act 2007, bidders are mandated to submit the documents listed hereunder as same shall comprise the technical documents:

(a)   Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC), including Form CAC2 and CAC7;

(b)   A Sworn Affidavit certifying as follows:

-The company is not in receivership, insolvency or bankruptcy.

-The company does not have any director who has been convicted by any court in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety.

- That no officer of Federal University, Lokoja or BPP is a former or present director or shareholder of the company.

-That all information presented in the documents is true and correct in all particulars.

(c)   Evidence of Company Audited accounts for the last three(3) years (2018, 2019, and 2020) duly signed and stamped by a professional accounting/ audit firm and signed by the client;

(d)   Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2018, 2019, and 2020) valid till December 31st, 2020; 

(e)   Evidence of current Pension Clearance Certificate issued by the National Pension Commission (PENCOM) valid till December 31, 2020;

(f)    Evidence of Industrial Training Fund (I.T.F) Certificate of Compliance valid till December 31st, 2020;

(g)   Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate Valid till December, 31st 2020;

(h)   Verifiable documentary evidence of similar jobs executed. (Copy of award letter and evidence of delivery attached;

(i)    Company’s Profile with the Curriculum Vitae of key personnel to be deployed for the projects stating their designation, qualification and years of experience.(Copies of certificates are to be attached);

(j)    Satisfactory bank reference from a reputable bank stating the Company’s credit worthiness and ability to be granted financial support for the project execution if need be;

(k)   Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by inclusion of Interim Registration Report expiring on January, 2019 or valid Certificate issued by the Bureau of Public Procurement (BPP);

(i)    For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are mandatory for all Joint Venture Partners);

(m)   All documents for submission must be transmitted with covering/forwarding letter under the Company’s /Firms’ letter headed paper bearing amongst others the Registration (RC, Contact Address, Telephone Number and e-mail address. The letter headed paper must bear the names and nationalities of the Directors of the company duly signed by the authorized officer of the Company/Firm.

COLLECTION OF TENDER DOCUMENTS

Interested companies are to collect Standard Bidding Documents (SBD) from the Office of the Head of Procurement Unit, Bursary Department from Monday, 1st March, 2021 upon the presentation of a non-refundable fee of N15,000.00 (Fifteen Thousand Naira). To pay, log on to www.remita.net, Click on Pay Fed. Gov’t Agency, Click on Institution: Click on Product/ Service type (Tender) and pay. You may kindly visit the Cash Office, Federal University Lokoja for further clarifications on this payment.

 

SUBMISSION OF TENDER DOCUMENTS

Please note that bidders are mandated to submit Technical Documents and Financial Documents separately as stated below:

 

 A.    TECHNICAL DOCUMENTS

(i)    Two (2) sets of Technical documents should be submitted; an original and a copy version in A4 sized paper, spiral bound, numbered serially with documents arranged orderly and duly signed by your Company’s authorized signatories.

(ii)    The original Technical documents should be enclosed in one (1) envelope and copy version in another envelope, clearly marking the envelopes as “ORIGINAL –TECHNICAL DOCUMENTS FOR………… (Title of Project)’ and COPY- TECHNICAL DOCUMENTS FOR ………………………(Title of Project)

(iii)   Please ensure that you sign the Bid Submission Register at the point of submission as the Federal University, Lokoja will not be held liable for misplaced or wrongly submitted bids

 

B.      STANDARD BIDING DOCUMENTS

The original Standard Bidding Documents should be enclosed in one (1) envelope and copy version in another envelope, clearly marking the envelope as “ORIGINAL-STANDARD BIDDING DOCUMENT FOR----------------------(‘Title of Project’) and “COPY- STANDARD BIDDING DOCUMENT FOR-------------------------(‘Title of  Project’).

 

C.      The sealed Technical documents envelopes and the sealed Financial documents envelopes shall be enclosed and sealed in one (1) single outer envelope. The inner and outer envelopes shall bear the names, address of the tenderer; title of the project and contract number.

 

D.    The deadline for submission of bids shall not be later than 12:00 p.m on 8th March, 2021

The Bids are to be addressed to:

The Registrar,

Federal University,

Lokoja, Kogi State; and submitted in the Tender box located at the Procurement Unit, Adankolo Campus.

 

The Technical Documents shall be opened immediately following the deadline for the submission of bids at 12:30 p.m on Monday 8th March, 2021 at the Vice Chancellors Board Room, Federal University, Lokoja Felele Campus. All Bidders, Civil Society Organizations and interested Stakeholders are invited to attend the public opening of the tender scheduled to take place immediately following the close of bid submission.

 

              IMPORTANT INFORMATION   

a) All prequalified bidders will be contacted at a later date for the financial bid opening.

b) Bids must be submitted IN ENGLISH language and signed by an official authorized by the bidder.

c) Failure to comply with the above requirement shall automatically result in the disqualification of a   bidder.

d) The University Management reserves the right to verify the authenticity of any claim made in the technical documents submitted by the bidder.

e) The University Management reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.

f) The University shall not be responsible for any cost incurred by the bidders in connection with the response to this advert.

g) Participation in this process and any related process neither creates any commitment nor establishes any legal relationship with Federal University, Lokoja. It is merely a precondition for further consideration of the Tender.
